Maximilian Joseph was a progressive and enlightened ruler who did much to improve the development of his country. He encouraged agriculture, industry, and exploitation of the mineral wealth of the country, and abolished the Jesuit censorship of the press.

Under the reign of King Maximilian I Joseph, Bavaria was one of the most liberal of the German states. In 1813 he reformed the Bavarian Criminal Law and legalized homosexual acts between consenting adults. This phase of liberalism, however, ended in 1871 with the founding of the German Empire, which led to the introduction of §175.

He originally studied for the priesthood, but in 1829 he entered the Oaxaca Institute of Arts and Sciences (1827; now Benito Juárez Autonomous University of Oaxaca) to study law and science. In 1831 he received a law degree and won his first public office, a seat on the municipal council.
