Go to the far top left to Options>Account Info>Account Security>Scroll Down to Generate and Manage App Passwords>Select a name for ex. Outlook PC>Copy Password>Now Click Add Account in Outlook>Click Other Account Pop, IMAP>Enter AOL email>Enter Name>Lastly, Paste the Generated Password This should work. It worked for me.

login in to aol account ( the one you cant use on outlook) on a browser click on the username on the top right of the page (you email name) select "account security" scroll to the bottom and tap "manage app passwords" tap the drop down menu "select your app" select "outlook desktop" tap "generate"
