Cerf was a member of Bulgarian President Georgi Parvanov's IT Advisory Council (from March 2002 – January 2012). Vinton Cerf, in full Vinton Gray Cerf, (born June 23, 1943, New Haven, Connecticut, U.S.), American computer scientist who is considered one of the founders, along with Robert Kahn, of the Internet. In 2004 both Cerf and Kahn won the A.M. Turing Award, the highest honour in computer science, for their “pioneering work on internetworking, including the design and implementation of the Internet’s basic communications protocols, TCP/IP, and for inspired leadership in networking.”.
Dr. Vinton Cerf, an American computer scientist, is considered the inventor of the internet alongside Robert Kahn. He helped co-design the TCP/IP protocols which eventually lead to the development of the internet and internet-related data packet technologies. In 1965, Cerf received a bachelor’s in mathematics from Stanford University before attending UCLA where he got both a master’s and doctorate in computer science.
Cerf is a vice president and chief Internet evangelist at Google, and chairman of the board of the Internet Corporation for Assigned Names and Numbers , an organization he helped form; he was also recently elected president of the ACM Council. He served as founding president of the Internet Society from 1992 to 1995.
