Go to the Outlook Web Access sign-in screen. Most military users with email addresses ending with @mail.mil can do this by visiting https://web.mail.mil/owa in Microsoft Edge or Google Chrome. You can access this site from home or while connected to your military's network. Some branches have different URLs for Outlook email access:

In the Under Secretary of the Army memorandum regarding Enterprise Email, the @mail.mil email address is the default email address on all new CACs issued since 6 January 2014. NOTE: Between mid October 2019 and mid February 2020 everyone in the Army was migrated to PIV AUTH certificate for Email access.
