For Immediate Release: January 13, 2021. SACRAMENTO – Today the California Independent System Operator (CAISO), California Public Utilities Commission (CPUC), and California Energy Commission (CEC) issued a Final Root Cause Analysis of the August 2020 heat wave and rotating outages. On August 14 and 15, 2020, the CAISO was forced to institute rotating electricity outages in California in the midst of a West-wide extreme heat wave.
This decision adopts implementation details for the central procurement of multi-year local Resource Adequacy procurement to begin for the 2023 compliance year in the Pacific Gas and Electric Company (PG&E) and Southern California Edison (SCE) distribution service areas, including identifying PG&E and SCE as the central procurement entities for their respective distribution service areas and adopting a hybrid central procurement framework.
California Independent System Operator Corporation authorized the CAISO to direct limited testing or synchronization of a subset of the Covered Resources. During the period the Emergency Order was in effect, the CAISO did not direct the Covered Resources to operate to meet emergency conditions.
