We can't setup Outlook profile for new users, seems like the Auto discovery process is not working correctly. also tested on my computer which has Outlook already setup. Cant add a new Outlook profile, just times out. Tried on various different PC's and new builds. Tested with Outlook 2013 and fails. Outlook 2016 connects fine.

The reason you can log into with your work account (Office 365 A1 Plus for faculty) is probably because this account is also associated with a personal Microsoft account (the same email is both a personal Microsoft account and a work/school account), thus, Windows regards your mail address as a personal Microsoft account to login, not a work ...
