I can temporarily fix this issue by restarting my computer and then Outlook will work for 1-2 days before the "Trying to connect" issue comes back. I've been able to remove all of the Office related App Data folders and uninstall/reinstall Office and it has fixed the problem but then 1-2 months later the exact problem returns again.
