I can access the OWA site and unecrypted email fine. I am using Office 365 OWA webmail at https://cp.mail.us.af.mil. I found that this was the only link that works for me. I have downloaded all of the DOD certificates and installed ActivClient 7.1.0.213.

For Office 365 users experiencing their webmail not loading after clicking on the DoD warning banner page, you may want to try running Internet Explorer in version 10 in emulation mode. To run emulation mode, hit the F12 key and then click on the emulation tab. Change the value in “User agent string” to “Internet Explorer 10”.
